surfacing rough stock

>after i got the scrub plane working, i proceeded to attempt to flatten some poplar that was lying around without success. so i sat down and watched rob cosman's video and i just wanted to make sure i have the sequence correct:
1. scrub with the grain on the concave face for a flat reference point
2. flip the board over and scrub diagonally in both directions using winding sticks to look for twisting
3. joint the face
4. smooth the face
is this the correct sequence?
i'm just wondering why you don't continue working the initial face with the jointer plane and then the smoothing plane? furthermore, does anyone use the jack plane BEFORE the jointer plane? my understanding was to use the jack plane to clean up the scrub troughs by first planing diagonally and then with the grain.
i'm just trying to figure out what the most efficient way to proceed - i'll probably skip picking out the shavings (unless they get trapped underneath the plane) between each stroke like rob cosman does in the video!
