I've looked at this several times now without an epiphany. Maybe one-way windows installed in opposite directions?

I think some dimensional sleight of hand is more likely, and that a D'oh! moment awaits.

I think the remodeled replaced the window and then opened the curtains.

That was in the original statement of the problem, but I point it out again as an area for investigation. And "eccentric" here means "unconventional and slightly strange"--nothing about a cam or circle mounted on an axis that does not go through the center of the circle.
