Friday Puzzler -- More Othello

This time, you are presented with two gameboards. Both boards have 12 pieces white side up. One board has 11 pieces black side up while the other has 13 pieces black side up. After you are blindfolded, the pieces on each board are thoroughly mixed (but the board positions do not change, so you know which has 23 vs 25 pieces).
In as few moves as possible, move individual pieces from one board to the other until they both have the same number of black pieces.
Note: This is a twist on a puzzle that I think I saw here for the first time, and one solution is to turn this puzzle into that one. But that is not the minimal solution.
