What was his date of birth?

Bill got this one, but in case his answer was too oblique:
The person was born on 12/31/1983, and this conversation occurred on 1/1/10.
At that point, on the day before yesterday, 12/30/09, he was 25. Yesterday, he turned 26. on the last day of this year, he turns 27, and on the last day of next year he turns 28.
