Before I look, I'm going to say that it's either Russia or Germany.
I don't know the answer, though, and I think there may be a tradition other than the Christmas tree in Russia.
The only thing that I have ever seen remotely close to figuring out where the tree came from was a study of the Santa Claus type of figure in different places. Some of them were downright scary, and threatening to kids.

Germany is credited with starting the Christmas tree tradition as we now know it in the 16th century when devout Christians brought decorated trees into their homes.
