Answers: Higher number indicates a warmer climate for trees. Most of the warmer climates are moderated by large bodies of water. Southern location and altitude are factors, but location by the ocean has a large temperature moderating effect. A tree grower will be wise make decisions based on chart recommendations. One number difference averages 10-12 degrees F. To be safe the Penn State Landscape Design Department used to recommend purchasing plants that were tolerant one zone colder than the location where the planting was to take place.
