I'm going to guess he was the attorney who wrote the patent application for the Bailey plane.

I take that back

I just reread the original, and saw that you referred to this person in the present tense, which I am quite sure doesn't apply to the drafter of the bailey patent app.

Sticking with the plane motif, I;ll guess he is the first person to write a widely accepted type study on Stanley planes.
