By what you see in this picture where is this workshop located?

My best guess is Colonial Williamsburg. The cap on the woodworker lends itself to a nautical theme, and the neander flavor of the woodworking being done would direct one towards a boat builder in a

reenactment community.

Because the individual has black hair, is squatting down to work, not wearing a WC hat, I suspect some Asian country.

Ken, You are in the right corner of the world. Here is a picture of a jointer plane used in that neck of the woods. Made of Rosewood.
