Are they parts of a Niddy-Noddy? Or perhaps a pre-cursor of that device? A Niddy-Noddy might have four or six such posts arranged around an axle, mounted on a stand with a crank on the axle to wind up yarn after spinning. (Transfering yarn from the spinning wheel's spindle to make skeins for knitting or weaving.)

I've also seen similar yarn winding devices that don't have the central axle of the Niddy-Noddy. Perhaps this is one such.

Took another look at the picture and realized where I've seen them before. There is another end to each of the shafts (that look like handles) and this head is set ninety degrees to the first head. Once again, for winding yarn, also measuring its length once you know how many complete turns the yarn makes around the device. Not sure what it is called, but just might also be "Niddy-Noddy."
