In the 17 or 1800's, if I had a cask of something and I needed it measured or certified, what would be the title of the person that I would get to do this task?

In my town the position still survives though it is an honorary one and the holder is not expected to actually do the job. To avoid the box, the piggins, the firkins, and other unpleasant places I'll hold off from answering until later.

The answer

The word that I am looking for is "gauger". As was mentioned, some places still have the position, although it is largely ceremonial.
