I so badly want to give an answer but this being a family oriented site I will refrain and let you assume what my answer to Bubbles would have been.

Tom recognized this as a glassblowing tool. More specifically, a footing tool used to form the foot on a goblet.
This and other wooden shaping tools are kept soaking in a bucket of water. The steam formed between the hot glass and the wood helps to shape the glass without leaving tool marks.
