It is used outdoors though.

It sounds like a practical joke glass and

If this weren't a woodworking forum I'd guess it was an outdoor item that a green thumber would use around planting time?

They're generally considered dibbles for planting tobacco, and the solid cast iron antique ones can be a little pricey. i suppose they could be use for any small buld as well.
