With respect to land reclamation for mining operations, both designations require some density of trees (typically on the order of 400/acre).

The "Commercial" designation requires that these trees be of commercially harvestable species.

Is "forest land" an untouched, virgin timber stand {aka old growth, first growth}?

is any land that is covered in trees, loose definition. I guess the answer hinges on what is commercial forest land?

Hint: I'm a forester by education and employment, so my answer comes from that perspective.

This isa reference answer so let me attempt.

Commercial forest land is land that produces 20 cubic feet of lumber or wood fiber per acre per year.

Forest land is land the has 10% density and five meter height of trees. Canopy cover is not aken into account under this definition but can be an extenuating condition.

Forest land had trees and animals and birds and is fun to visit.

Commericial forest land has stumps, loose bark, mud and tree limbs and big ruts everywhere. :)

A few years back, I went backpacking in the northernost part of Baxter State Park in Maine. Most of Baxter State Park is gorgeous wilderness. But part of the trail went through a boundary area designated for "Experimental Forestry". From what I could see, this particular 'experiment' was just shy of stip-mining. I was grateful when the trail turned back into the woods.
