Looks like overkill. I would not have the 4 bolts and the 2 brackets. Just 3 screws at each 2 by joint and probably 6 screws to attach the 2 by to the 4 by 4. Maybe 12 if it's going to have a bag lateral load.

I just finished refurbishing my daughters deck and in the guard posts needed to be replaced.  The old ones were notched and that isn't in code.  I used the above shown Simpson Tension tie for each post attached to the joist but didn't use any additional blocking as shown.  I was absolutely amazed at how solid the new posts were.  There was virtually no deflection in either direction.
