I remember Bob's many useful articles on tools and knew he lived in Seabeck here in Washington State.
From Linked In I found that he's a retired Army Colonel and "forest biologist, cabinetmaker, boatbuilder and gunsmith." He was active on the Wooden Boat Forum until 2012, when he left for the usual sorts of reasons, such as politics and grumpiness. He lives in Seabeck near Bremerton, WA and is 74, assuming he's still around. I have no reason to think he isn't.
Fine Woodworking gives his biography thus: Bob Smalser began helping in the family trades of farming, carpentry, and boatbuilding when very young. Woodworking has been at least an income supplement ever since. Smalser is experienced in conserving, restoring, and reproducing antique furniture, firearms, and traditional wooden boats. He and his wife are building a retirement home on a tree farm near Hood Canal, Wash., from woods harvested and milled on their land.
I didn't find a date on the FWW bio.
There's also an interview on Sawmill Creek in which he talks about woodworking.
