Don't buff first, there is a waxy binder and they will interfere with finish binding to the wood.
I use polymerized tung oil from Lee Valley or MinWax but you can use other drying oils applied to your work. Apply it and then after a few minutes wipe it off and leave only a very thin film. Read the directions on the can and at suitable intervals apply another film. Do this several times to build it up.
The finish should be allowed to cure, not just dry, before buffing. I try to allow a couple of weeks minimum but generally the longer the better. Buff with the tripoli, then the white diamond and then the wax if desired. I sometimes omit the wax. If the wood is "white" and has pores you might find the colored tropoli to get into them and if the finish is well-sanded I've done some of these pieces without the tripoli.
There are numerous finishes and some people prefer to use polyurethane, lacquer, shellac or just wax.
