Microsoft Windows has the "Paint" app which allows you to resize and save an image quickly.

...for several years, and I believe it is a reworked app from a former version of shareware. Google it as I don't recall where I found the original download, but I use the Brice Lambson version rather than the Microsoft version.

have you checked your printer software. Most allow you to resize as you copy

You can also use this online image resizer https://www.onlineresizeimage.com neither use desktop software

Sorry, I don't have a recommendation that fits your specs. But if you expand your definition of "free" to include "relatively free" I recommend Photoshop Elements, even an older version. This will give you almost all the editing and layering power of the full Photoshop. One big timesaver is the automatic "save for web" feature which lets me resize and compress images to perfectly fit the Woodcentral requirements, all with one click and two Enter key presses. This doesn't mess with the original image.
I've used a bunch of free editors but I like Photoshop the best.
I think of quality software the same way as I do other tools.
