It's on the very bottom right hand side. I thought I had the same problem once and then found it. Not sure why it's way down there but it is.

I really do appear to be logged on.

My profile is there, I can change my PW, etc.

You are viewing the new posts results screen, and that spans forums, so there is no concept of creating a new post while on that search result screen.

Click on Forums in the menu bar for a list of forums. When you are viewing a list of threads in the selected forum, you will see Post New thread buttons at the top and bottom of the page.
