I purchased the cheapest set of turning tools that Harbour freight has. I paid $18 plus tax. I got them home and ran a test. They are High Carbon Steel. They actually had a halfway decent grind on them. Anyway I reground most of them and simply sharpened to a higher level the ones I didn't reshape. They work pretty well. I think with my grinds on them a beginner would be well served. I'm working on a video to show what I did. I'll try to post it once I get it done.

They'll serve a beginner well if they have a sharpening system and know how to use it. It's the sharpening frequency that turned a lot of people off to turning in the day. Of course back then there was no Wolverine system either.

Were the tools labeled as HSS?

no there aren't any markings on it. I used my grinder to do a spark test and it tested like High Carbon Steel. They have also been hardened to a fairly high hardness as tested by a file.
