Some bandsaw tires should be glued, some don't need it. If the tire came off because it is worn and no longer tight enough it should probably be replaced. If the wheels have raised rims like those on my 18" Rikon I don't glue in the replacement even though the originals were glued. I replaced with a better quality material than what Rikon used.

If it's that flexible that it came off, the rubber is broken down. You need replacements.

Eclectic E6000 will bond to rubber extremely well and stays flexible.
