Looking at a jet 1642 lathe and on the motor it says 3 phase. Does this mean it has to have 3 phase current or is it saying that 220 volt in, single phase is changed to 3 phase my means of the vfd convertor.

No it's single phase 110 or 220 in. Probably 220 on that size motor. The Variable Frequency drive on the headstock changes the 220 single phase to 3 phase and gives you the variable speed and reverse to boot.

If it is model JWL-1642EVS, then it is wired for 110 volts single phase.

If it is model JWL-1642EVS-2, then it is wired for 220 volts single phase.
