The piece on the lathe is down to 1". You can get down to about 3/8" or so. You can do a taper with it if you are careful.

I have a 3/8" dowel maker from Lee Valley although I could not find it in their online catalog. It has a cone shaped entrance and plane blade to do the cutting. It did not work well on cocobolo. Lots of tearout. It did make it 3/8" but I needed 36" long knot free dowels. I ended up turning them which was a real pain. Looks like yours may be adjustable to any size.
I also have a dowel maker that fits in a Brace. It will only make dowels about 3" long but you can fine tune it to make any size you want.
