OT Dreamweaver pop-up menu help

>I'm making a website with Dreamweaver MX (v7.0.1). The Behaviors>Show pop-up menu feature works fine if the layer background is transparent. If I add color to the layer background, I no longer see the pop-up menu (though the image will change to its Mouseover state). Any of you website-designers have experience with this?
