CA sanding seal

>I've seen FAQ's describing the use of sandpaper to create a slurry of dust and thin CA to seal a pen or other project before final finishing. I just can't remember where I ran across them.
I've two questions:
Can anyone describe the exact detail of this process?
And
I've sometimes found that using wet-or-dry paper in this or any sanding process can result in the dust, deposited in the pores, etc. of the wood, turning grey from excess grit sluffing off the wet-or-dry paper. What is the best paper for this and is there a readily available white or yellow paper that can take the place of the wet-or-dry?
