The piece looks nice. The photo is a little small of course. Use the preview button to check on the size. You'll get a feel for how big pretty quickly. I'm not sure if your using pixels or inches. 2"x3" at 150 dpi seems to give me a file that is small enough. If Elements has a "save for web" button use that instead of "Save as". It will reduce the file size considerably.
