Titebond / water mixture combo

>Russ recently posted a message about soaking some pen blanks in this mixture for beefing up some punky wood. I'm curious if this would work on woods that don't finish well by wiping the mixture on after the piece has been completely turned. For example, I recently had a piece of "willow oak", and no matter how I sanded it, it left 'fuzzies'. I wonder if I had applied a mixture of Titebond and water to it after my finish turning, if it would look ok at that point? Thanks!
