I commented earlier about using CA, because that was your question. However, I have mostly shifted to poly glue instead, mainly because of the fumes, not failures (I've done hundreds and hundreds of pens with CA, without failure at all).
If you put a small rubber band around your blank after using the poly, it'll keep the tube inside the blank.
One other little suggestion too - regardless of what glue you use, if you'll plug one end of your tube with some modeling clay, it is much easier to clean up afterwards.
