In digital cameras, it can also be caused by saturation of induividual colour sensors, leading to chromatic issues, and also caused by de-mosaicing.
In your worst nightmare, all three causes could be running at once :-(

This comment was meant for chromatic aberration is a function of the lens. Whether wilbur's picture has additional issues I'm not sure.

I know of three very different sensor technologies commonly used in consumer grade cameras, and would venture a guess that there are more. Among each of these different technologies, they also have their own set of varying implementation details... pixel densities, color sensor arrangements, anti refelctive coatings, anti-static coatings, etc. I think it's problematic to make generalizations at the level of all digital cameras sensors. I don't doubt that what you say may affect some sensors, and hope it would be limited to low end, or early implementation sensors.
