Shop lights and retrofit ballasts--OT

>I replaced the ballasts in a couple of my T-8 flourescent light fixtures. I bought commercial grade ballasts at HD. The wiring was a little different but easy to figure out using the diagram on the new ballast. They work. So why do I have a question? Well,I read the instructions(I think that may be the main problem)that came with the ballasts.Right at the top of the page it has a warning to please read before installing.
It reads"This equipment has been tested and found to comply with FCC 47CFR Part 18,Non-Consumer RFI/EMI(Class A)limits.This ballast should only be installed in a commercial environment.Do not(underlined) install this ballast in a residential(underlined) environment."
Any knowledgeable people out there? Did I get the wrong ballast? Is this a serious warning or just a way for the manufacturer to cover liability issues? After being on for several hours I checked,the new ballasts aren't even warm.
