this is a wheelwright's plane, probably of German origin. It is called 'Speichenzapfen-Anschneider' (Whelan tranlates it to 'spoke tenoner') and is used to cut the round tongues of the spokes. Obviously it is missing a clamp, which is fastened to the spoke to align the plane. This is necessary, because the tongue is not cut in line with the spoke, but a little bit oblique. The picture shows two of those planes by the German toolmaker Esslinger & Abt. Yours is the more sophisticated lower model.
