This is what I do.
1. Crop as much of the unnecessary area as possible using any photo program (I use Photoshop Essentials, a cut down of the full Photoshop program).
2. Save the picture as a .jpg file.
3. I then import the picture into a Word document, and save this as a .html file.
4. Now go to Windows Explorer (I am assuming you are using a PC). You will find that there is a folder associated with the file you saved, and in this are two picture files, one the original size of the original picture (say 900 kb) and the other will be tiny (about 15 kb).
5. Return to the saved (but still open) html document in Word and increase the size of the picture, then save it again. You will discover that this has increased the size of the smaller associated file in Windows Explorer. And you can keep increasing/decreasing the size of this picture until you get close to 40 kb.
6. All this increasing/decreasing in Word is worth the effort since you will find that all the fine detail in the large, original picture will be retained by the smaller picture - which is the point of this exercise since reducing a picture is easy - reducing it and retaining detail is another matter.
This method works very well. I use it regularly to reduce about 6Mb down to 40kb. See the link below for an example.
