Federal-style dining room chair - repair question

During an animated (but friendly) dinner conversation alittle while ago, one of the backs on a (indonesian-made) Federal-style dining room chair of ours broke along the side of both of the sides of the shield shape that forms the back of the chair. Fortunately there is some framework inside the shield design that is still holding the back in place - but the back of the chair can't take any real pressure without risking breaking the back off entirely.
I would rather repair the chair (if possible) than go out and buy a replacement.
I assume simply gluing wouldn't work - as this would be an end-grain to end-grain glue joint.
I have been thinking of drilling a hole at an angle through both sides of the the break and inserting either a wooden dowl, or a metal rod (perhaps part of a thick nail) gluing it in place, and then patching the hole.
This repair is going to have to be able to withstand some pressure - at least as much as it took to break it in the first place...which, sadly, was not all that much.
Any thoughts on this kind of a repair would be gratefully received.
