Bonefolderol? A Question on Desktops

>Since the link which started out discussing the Force rapidly tangentailized into some aracana or esoterica, I figured I better start over, as I have a practical question regarding tools and methods for restoration of a felt covered desktop.
I'm working on repairing and restoring a secretary for a good friend. I've refitted a door that has broken its hinge mounts and reglued a bunch of molding. Eventually, as I get deeper into the project, there will be some new moldings to make, to match the shape, color and finish of the existing moldings. I also have to undo the work of a woodbutcher whose only resources were hammer and nails. That makes me livid, but that's typical, and further, it's not the point of this inquiry.
The drop front desk top originally had a green felt writing surface, which has more than deteriorated. We have new felt, and I'm sure I can remove the old felt without doing damage to the wood, but there my expertise ends.
How do I (best practice) apply new felt, and in particular, fit it to the existing desktop? The original was set in an approximately 1/16" deep recess in the desktop, with finished wood all around. I'm thinking that someone originally scored both the wood (West Indies Mahogany) and the felt at the same time. What do I need to do to insure a perfect fit and a flat surface? Adhesive? My first though was 3M 77.
