Problem with surface preparation

>This is my first real surface preparation job. I'm surfacing some red oak planks. After using a scrub plane, I use a 12" Stanley Jack plane. Freshly sharpened, the Jack plane cuts easily. Then after just a few strokes it starts to skate. I put more and more downward pressure and skew the plane in order to cut. After a minute or so, I resharpen. I use wet/dry paper on plate glass, stopping at 1200 grit paper. I don't strop.
Is the problem really that my plane blade is getting dull? If so, why so quickly? Bad sharpening technique? Bad angle? Bad steel?
Is my planing technique the problem? I do tend to drag the plane back over the surface after each stroke.
Any words of wisdom appreciated.
