Whelan in one of his books attributes the term "Jack" to the concept of "common." He points out that if one were to find a carpenter's tools, he would invariably have a plane in this size range. Same was true of many housholds.
Jack planes (Stanley #5 size, but in general a plane with a flat sole 14 to 16 inches in length though a little shorter and longer exist) are good for leveling shorter pieces, shooting edges, etc. I often use one following a scrub plane.
