planning/scrapping

>I am a newbie and have a difficult time smoothing flat surfaces with a plane. I just made a chest with drawers and I did not clean up the top well when I ran it thru my 12" planer.I now have to plane a flat surface which is two glued 8" wide boards. If I use the Stanley plane I have, I am sure I will leave a very rough surface. The grain changes etc. A belt sander can probably clean up (I dont have one) but I would like to do this using some skill (which I probably have little). After planning, will a scrapper be effective in smoothing what mess I make with my plane. I dont know the # but it is about a 14 in. Stanley plane. I did not really start with the intent of finishing the top because I was going to leave the chest in the shop. It was intended to be a learning experince for making dovetail drawers, but the dove tail drawers look too good to not complete the project for use in the house. If a scrapper is as effective as a sander, please review the best way to put a burr on the scrapper. Do I first sharpen the edge on one side and then draw file and then burnish to one side? I have, in the past, used a file to flatten and have not been very impressed with the effect. I did not sharpen so that may be my error. Thanks for any help.
