I clean at the highest current density I can muster. The hydrogen evolution will strip grease, paint and anything loose, for better or worse. Furthermore, there is a greater chance that some rust will be taken all the way back to iron and not stop at Fe3O4. This reduction is possible under some circumstances. On the other hand, I am usually cleaning something less degraded than the horseshoe. I never have rust remaining as he did in the horseshoe example.
If one wants to control current from a high current battery charger a simple way to do so is just place the object farther away from the anode. E = IR more solution between electrodes, more resistance, less current.
Salt water artifacts are cleaned, at least at first, at low current density in order to diffuse out all the chloride.
