Keen Kutter was a brand name used by St. Louis hardware distributor E. C. Simmons. Simmons did not make any of the tools but had the leading manufacturers make them and mark them with the Keen Kutter brand. This was a pretty common practice, and still is for that matter. Sears brand tools, Craftsman, are made by others for Sears. Keen Kutter tools are pretty collectable in my experience, especially certain areas of the country such as the Midwest, so they are not always a bargain.
In general, Keen Kutter tools are fairly good quality. One item to look out for is their planes marked K#. These were made by Stanley and are the same as the early round sided Bedrocks. Usually they are cheaper then a Bedrock but have all the same features so they make good users. The KK# planes were made by Sargent.
