>HOA's mean different things in different jurisdictions, but the general idea is that a covenant or restriction on your deed, created by the original developer who made the subdivision, gives authority to regulate architectual and landscaping (and other) issues to a community board. The idea, for the seller/buyer, is that there is a mechanism in place to prevent a neighborhood from turning into a trashy community. If one does not like this, one can choose not to buy a home within such a community.
HOA's often also collect funds to maintain common areas, beyond what the local municipality would do.
BTW, no, I do not live in one.
