Mortar is usually colored by a powder that is mixed in with it. I would go to a brick supplier and ask the question, I'm sure they've heard it before and probably could provide you with a "darkening" powder to mix in. In a couple of years or so it will all blend better.

Lamp black was the go-to mixer. I don't know if stains can be used at this time to tone down your 'brightwork'.

I am assuming that you want to darken the mortar joints after the job is complete. I think anything that would permanently colour the mortar would also be very likely to stain the bricks either during application or by being leached out by rain. I think patience is the best solution, in a year or two the colour may have significantly darkened naturally.

Well after 15 years  don't  think the mortar is going to darken. 

I will  head over to a masonry supply and ha e a chat with  them.

My father, my uncle and their fathers were using a product called Color-Crete for the purpose as far back as I can remember.
