Observation...Cheap router Bits

I bought a huge set of cheap router bits at a freight auction. I can't find a name on them, but I assume they are made in China. This is a variety set in a aluminum suitcase and there are 80 bits. I paid less than $2 each for them so I am not complaining. My observation is, they have short shanks. All of them 1/2" but not anything you would call LONG in the whole set. The case fell apart, that's why they were at the auction. Incidentally they have carbide cutters and many have bearings.
Do cheap bits cut costs by using short shanks or did I just get a short set?
