That depends a bit on height. If I’m sitting in a chair at a comfortable distance from a table, then measure from my knees to edge, it’s ~12”. However if I’m sitting on a tall stool at a Stan-up bar height, it would be less by maybe 25%. YMMD

You don't need more than 9" on a kitchen island to afford adequate knee room. (I'm sitting at one right now.) That said, furniture standards have changed over the past few decades because of the size of the average person. Still, 9" should be fine for most anyone.

Prove it out for yourself with a mockup.

Check out different locations, or create a mock-up. Yes....you don't need a lot of overhang, but if the overhang is shorter, there isn't much room for feet/shoes to sit or twiddle around, creating a lot of foot marks on what ever surface is below the counter. Sit at your mock-up for 20 minutes and note your foot movements.

One other thing....

If you are having an overhang of more than a few inches it should have supports under it. Not sure, but I think the Building Code addresses this. Particularly true if this is a stone countertop.
