I should stay out of this because I don't actually know....

I have observed the manufacturers use some tape like stuff in areas subject to high abrasion. Usually colored to match the base color. Soft enough and tough enough to take a beating without chipping. Some cars have what looks like several square feet of it.

For several years there was a sophisticated car detailing business next to me. One of the services they offered was covering painted areas with a clear adhesive backed film.

If lthere is a clear or colored film coating in the area of rust, can it be possible the rust is coming from the back side of the metal?

..but I vaguely recall hearing that the rust was happening from the inside out.

So body work and repaint may be short lived unless you can sand down to bare metal and there's bare metal left (which would prove my coming perforation suspicion wrong).

In the rest belt here, you can see where just about every car model will hold water (which includes salt in the winter - the gift that keeps giving as more water is introduced when it's not winter, the salt is still there well into the warm months).

.I wouldn't be surprised if the purpose of the tape was to prevent rust perforation from showing in areas where it's common (at lips around wheel wells, etc).

exactly what i've seen on the roads here. Gm's suvs and trucks and vans rust through on the rear gate. a whole bunch of fords go from the inside out in front of the rear wheels, from cars to f250s.

The tape is 3M or something like it. It is there to protect from rock chips road debris etc. You will need to remove it before painting or working on the area.

This is the way I would fix it

sand down any loose paint to metal

Corrseal Rust Converter. Spray on or brush on the rust to convert it to something different, ready to paint

Prime it base coat it clear coat it.

You are welcome. If you use the Corroseal make sure you put plastic or a tarp down to protect your garage floor or driveway. I sprayed the underside of my wife's Jeep a few years ago, and it dripped onto the driveway leaving a lot of little black stains.

Have you tried floor sweep compound on the stains? Years and years and years ago, I swept parking lots with a machine. We used sweep compound on stains and ground the compound into the concrete's pores with our shoes (and body weight). Worked most of the time.

This was in my old house in OH. I sold it a few years ago so I am not sure the stains are still there.

I have used kitty litter before on oil stains to get them out.

Kitty litter is expensive clay floor sweep.

I forgot to mention it's the oil floor sweep clay product we used, not the stuff that looks like treated sawdust.

left over. My wife would buy two or three of the yellow cans at a time when we had cats. I always kept them in the garage until needed. After the last cat was put down we had two pale of it left.
