Fastener question...

Hi all -
Okay, so I'm rebuilding a wine press:
Have the basket disassembled - the wood is being replaced. Due to the design of the joining of the halves of the basket, two of the staves weren't bolted to the rings as were the others. Wood removed, they look like rivets, kinda:
This press is about 100 years old, and I'm frankly unfamiliar with these fasteners. One seems peened over, the other doesn't. Neither moves, like at all. I'm guessing, if I cut these off, I'm going to be left having to drill them out? The plan right now is to go back and tap whatever hole I can reveal or create then have the new bolts thread directly to the ring.
Anyone know if these actually are rivets, and how they likely work? What the best way to remove them is?
