Another Oak problem

I have mostly Black Oaks here in Maryland. I have never seen this problem before. I assume insects, but it looks like someone fired a shotgun loaded with buckshot into the trees. Might be same thing that caused Jim DeLaney's oak problems in a post a few days ago. Any ideas about insects?

Find the land grant university closest to you and look on their tree disease page. Most of them are really good resources

It probably is from insects, but please don’t call an exterminator for something like this. Caterpillars and other insects are the foods that birds feed their young. If we don’t let our indigenous plants grow in our yards which host the insects that evolved right alongside them, then don’t expect to have birds.
So congratulations, you already have a tree which is good for birds.

It sure does look that way. I found info on this insect (a small fly) on the NC State website, and the recommendation was to do nothing. Which is what I intended to to do, anyway.
I did find tree disease info on the University of Maryland website, as Tom suggested, but this problem was not mentioned.
And btw, I used Winston Chang's photo reducer and it work great. Thanks Winston.

The school of Dendrology at VA Tech would be my choice for the definative answer since they are world renown for the School. P
