You are correct, the switches must be installed in the proper position, with the lever moving up and down. They are extremely reliable as the mercury and the contact wires are sealed into a glass vial and, (i assume) are operating in a vacuum or inert gas. At my previous job, we also used mercury relays for high current applications.
