What tools for letter carving

>I am planning on making a wooden sign (outdoor) and hand carving the letters. The wood will be redwood. I have a question about tools if you can help. What is a good source of carving tools or information. I've done the google thing and have a reference book that suggests mill knives. Other suggest chisels?? These mill knives are not cheap! Any suggestions appreciated.
