>I have 5 maple colonial kitchen chairs that are now 40 years old.

Still beautiful to look at but some joints are loosened and two have snapped off. I managed to dowel the broken spindles but I am having trouble getting a line up for drilling a small (1mm) hole beside the weakened joints to inject new glue.

The drills I have are too large to allow for parallel holes.

Any suggestions?

It swells the joint and give a tight, strong repair, but the racking any chair experiences soon crushes the fibers and loosens the joint; then it takes more to fix it right. If you want something that makes you feel good but will require more work in the not too distant future, use the fast fix. If you want to do it right so it will last another forty years or longer, disassemble the chair, clean and refit the joints and re-glue with hide glue. Use hide glue so that in forty years your children can again repeat the process. Just my experience.

I think I found what I need for the job.

I couldn't get close enough to the spindles to drill a hole parallel to the tenons because the drill chuck interfers.

Because not all the spindles loosened there was the danger of breaking one or more prying them apart

I think I will be able to get a better shot at the joints with thes pin vises holding the bit in my drill.
