Better Idea. Or perhaps a tip on a tip.
Drill a hole through the scraps or perhaps half inch plywood and make the covers for the jaws, but make them so that the clamps will sit on them and not fall over. Some of my clamps have little feet and some don't. I could add these loose jaw pads and "standardize" my clamps so that they will sit up, the handles will clear the table and I can spin it. The top of the jaw pads could serve the same purpose if the clamps were turned over, so that the pipe was "up". Might stick the pads to the jaws with double stick tape or glue them.
