>Check to see if the tube that goes into the overflow pipe in the tank has slipped out of place. it should be held in place by a metal or plastic clip.

>A clog was my thought as well. The low water seems to be a sign of less-happy times to come. Are you on a sewer or septic tank? If the latter maybe it needs pumping. Hope your luck holds!

>I would have bet on the filler tube also. Double check to be sure it is working and has not gotten pinched or clogged. Its job is to refill the bowl after the flush. It "Looks" like it is wasting water and some people move it out of the overflow tube. I see a lot of them that are too long and kinked. I just cut off about a half inch or inch and put them back in place. It should have a good strong flow.
Other thoughts: You say this just started. Did you flush somthing that maybe you shouldn't have? Have seen case where a piece of cloth was hanging down the drain and acting like a wick to syphon water down the drain. In that case, the water filled the bowl, but slowly disappeared.
In another case, there was a small milk carton that had been crushed and flushed. It was stuck in the trap and would sometimes stop the flow and sometimes not, but again the bowl filled.
There ahve been cases where there were internal flaws in the toilet that let them leak inside themselves. They woudl fill and then leak down rather quickly. This is rare and I can't think of a case where one worked fine for a while and then stopped.
